Risk is not just about hazards. Risk is about the interaction of hazards and vulnerability.
The vulnerability profile of facilities will vary - depending on type (from retirement villages with independent clients to full care nursing home environments), location, exposure and good management. In the case of aged care facilities, we entrust the frail aged to an environment where the management of their exposure to risk is a key performance requirement.
In exercising due care, we expect aged care facilities to develop their emergency management capability.
