Michael Cawood has extensive professional experience in emergency risk and flood risk management
as well as in associated areas such a:
• Risk assessment, emergency preparedness and response;
• Community flood preparedness planning;
• Dam safety emergency planning and exercising;
• Stakeholder consultation and facilitation; and
• Emergency incident exercise development and delivery.
Michael is experienced in the successful conduct of participative consultation and facilitation processes and has worked with a wide range of stakeholders across a variety of contexts. He also has mature project management and high order interpersonal skills with experience in planning tasks, allocating resources and working to budget.
Michael has undertaken a variety of specialist technical, strategic and review orientated assignments.
Recent examples include:
• Development, build, delivery and reporting on a range of dam and hazardous materials emergency incident management exercises (tabletop, field, single and multi-agency) for a selection of Victorian, NSW and Queensland-based water authorities with due regard for technical and statutory matters as well as linkages to Corporate and applicable State emergency management frameworks (on-going);
• Build, delivery and reporting on a series of workshops and exercises for a Victorian water authority as an introduction for staff to the Australasian Inter-service Incident Management System (AIIMS) and the authority’s AIIMS-based Corporate Incident Management Plan (CIMP);
• Development and delivery of AIIMS-based flood response planning and management training exercises for VicSES (on-going);
• Development of an operational emergency flood management and response plan framework for Victorian Municipalities and its application to a number of Councils (on-going);
• Comprehensive review of total flood warning system development priorities across Victoria and South Australia;
• Provision of expert opinion on flood related matters in both civil and legal contexts (on-going); and
• Provision of guidance on non-structural flood risk management measures including preparedness, warning, community education and land use planning for rural and urban areas, within Australia and overseas (on-going).
