The famous quote "plans are nothing - planning is everything" (Dwight D. Eisenhower)
recognises that while both (plans and planning) are necessary, plans by their very nature are nothing
but static documents, yet planning is a responsive and dynamic action that brings focus to uncertainty.

Good planning involves a range of activities
focused on strengthening your management capability.
We therefore emphasize the importance of integrating
the planning process into the 'plan as a document' approach.

Of itself, a plan does not constitute sufficient evidence of capability. Yes, documentation is important - but it needs to be a focused record of actions which are being undertaken and arrangements which have been agreed on - i.e. it needs to be a "living plan".

The electronic information age has seen a huge growth of "plan templates" industries. Further, easy-to-measure "performance indicators" based on 'Fill in the Blanks' have become popular. Inded, it is not uncommon to find the same "plan" (with a few word changes) being used for different locations, organizations and risks. Such "plan template" approaches actually weaken emergency management capability.

Effective Warning - is the minimum necessary "due care" obligation - especially if risk is imposed.

Any management of risk which transfers risk to others must enable and empower those to whom the risk has been shifted.
At a minimum, there is an obligation of "due care" to effectively warn those to whom the risk has been transferred.
The Key Performance Indicator (KPI) for any warning system is not about processes - it is about outcomes.
The system must "elicit appropriate protective behaviour"

The guidelines, tools and templates in our pages will both support your planning processes and strengthen your preparedness outcomes. Using familiar software (Microsoft Word, Excel and PowerPoint), we focus on quality processes within a risk management framework. The approaches we provide serve as best practice models - they should not just be used as "templates for duplication" with a few global word changes. You should evaluate the significance of any specific requirements particular to your context (legal, political, cultural, commercial etc) - then tailor your approach and documentation accordingly.
