Of itself, a plan does not constitute sufficient evidence of capability. Yes, documentation is important - but it needs to be a focused record of actions which are being undertaken and arrangements which have been agreed on - i.e. it needs to be a "living plan".
The electronic information age has seen a huge growth of "plan templates" industries. Further, easy-to-measure "performance indicators" based on 'Fill in the Blanks' have become popular. Inded, it is not uncommon to find the same "plan" (with a few word changes) being used for different locations, organizations and risks. Such "plan template" approaches actually weaken emergency management capability.

Effective Warning - is the minimum necessary "due care" obligation - especially if risk is imposed.

Plan Good Warning Systems - not just "good warning signals / messages"
Any management of risk which transfers risk to others must enable and empower those to whom the risk has been shifted.
At a minimum, there is an obligation of "due care" to effectively warn those to whom the risk has been transferred.
The Key Performance Indicator (KPI) for any warning system is not about processes - it is about outcomes.
The system must "elicit appropriate protective behaviour"
